You can copy and paste these files from some other computers having versions same as yours or you can download it for windows 7 from following link :
- If you have just installed some software , it might have changed your Regional Settings. So check and correct your Date/Time settings if it is not correct already.
- Some programs tries to update using their supportive plugins and may result into Runtime Error 127 when they encounter some problem in doing that. Sometimes even Norton Antivirus plugin may create such headache for you. To get rid of this , you need to disable all unnecessary plugins from your browsers as well as from Internet settings under Control panel. (For windows 7)
Goto Start > Control Panel > Network and Internet > Manage browser Add-ons > Manage Add-ons
Under this , disable all unnecessary add-ons.
